過疎地の、子供に対する、先生に来て貰う権利と学校開設申請権 The right of children in depopulated areas to have teachers visit them and to apply for the opening of a school

 小さい田舎の学校を、いま、この地域に子供が居ないからって軽快に廃校にしたら、若い人が転居して来ませんよね？一度、廃校を決断すると、その地域は以降、学校がないです。若い世代の夫婦が、転居先を、先に調べて、学校がないとわかっている地域のところは、はじめっから、引っ越しの候補から外されますよね？

If a small rural school were to be casually closed just because there are no children in the area, young people wouldn't move there, right? Once the decision is made to close a school, there will be no schools in that area from then on. If a young couple researches where to move and finds that there are no schools in that area, they will rule that out from the start, right?

ですのでアイデア。

いっそ、どの地域に引越しても、夫婦は、引越し先の市町村役場や、都道府県庁に対して、子供が居るということで役所へ申請して、申請を受けた市町村役場、もしくは都道府県庁は、学校に相当することを準備する仕組みがある方がいいですね。子供が居ますと、役所へ申請するのです。そしたら先生が来るのです。そして、なにか学校のような土地を用立てます。それならどの土地へ引っ越しをしても、まあ、やっていけそうです。

日本ですとこの言い方ですけど、アメリカだと州に対して申請ですね。子供がいますから学校を開設してほしいと州に対して申請するのです。先生だけでも来てほしいと申請するのです。マンツーマンかもしれませんけど、他の子供と同じように学校教育が受けられます。このようなアイデアです。

それなら過疎を防げるであろうと推測します。なぜなら、若い夫婦が、過疎化している新天地へ来ても、自分たちの子供に対する心配がないからです。ですから若い夫婦が、過疎地へ引っ越ししてきます。仕事ができる産業さえ有れば、若い夫婦は引っ越しすることが可能だからです。ハイスクールまで、このやり方が可能だと望ましいです。
